RESOLUTION OF THE GOVERNMENT OF MONGOLIA

APPROVAL OF PROCEDURE
Based on Article 6.9 of the Law on Tobacco Control, the Government of Mongolia RESOLVES:
1. To approve “Regulations on control of tobacco production, import, trade and services” as attached.
2. The Deputy Prime Minister of Mongolia D.Terbishdagva, the Minister of Industry and Agriculture Kh.Battulga, the Minister of Economic Development N.Batbayar to take measures to ensure the implementation of the legislation by business entities and organizations engaged in tobacco production, import, trade and services. The Minister of Health, N.Udval, should be instructed to establish an inter-sectoral database and network on the results of inspections of tobacco production, import, trade and services.
3. Take measures to improve the capacity of professional inspection and customs laboratories to determine the amount of toxic substances in tobacco products to bring them up to international standards, and introduce the world's advanced methods to detect illegal tobacco products in tobacco production, import, export, trade and service. Instruct the Deputy Prime Minister of Mongolia D.Terbishdagva, the Minister of Justice Kh.Temuujin and the Minister of Finance Ch.Ulaan.
4. To instruct the relevant ministries, government agencies, aimag and capital city governors to take organizational measures to implement the regulation on tobacco production, import, trade and services and to reflect the required expenses within the approved budget.
5. Section 2.6 of the regulation approved by the appendix to this resolution shall come into force on April 25, 2014.
6. In connection with the approval of this regulation, Government Resolution No. 33 of February 9, 1994 “On measures to implement the Law of Mongolia on Combating the Harm of Tobacco” shall be considered invalid.
