Process Steps

Step1
|
Declarant shall prepare all necessary documents for customs clearance and control
|
|
|
Step2
|
The Customer shall submit the order 1-3 days prior to the Customs inspection of goods and means of transport to the Head of the Customs Control and Inspection Unit of the Customs organization
|

|
Upon receipt of the order from the customer, the Customs shall make a decision after checking whether it is necessary to perform customs clearance of the goods and means of transport in the temporary Customs control zone

Upon receipt of the order, the Head of the Customs Control and Inspection Unit shall give instructions and directions to the state Customs inspectors appointed to conduct inspections from the automated Customs information system

Step5
|
The Customer shall provide the State Customs Inspector with transport in addition to creating the workplace for Customs control and inspection, security and working conditions of the State Customs Inspector and the duration of the working day shall not exceed the time specified in the Labor Law. If necessary, overtime work shall be carried out in the temporary customs control zone by the decision of the officials of customs organization.

In case of changes in the mark made by the state customs inspector, re-inspection shall be carried out and the state customs inspector who performed the initial customs clearance shall be present. In case of impossibility to be present in the presence of the state customs inspector, a working group shall be appointed by the head of the customs office supervising.

In case of violation, the customer shall be liable in accordance with the Customs legislation.

The State Customs Inspector shall notify the Head of the Customs Control and Inspection Unit within 24 hours of the customs clearance in the temporary Customs control zone.

- For the following goods sent abroad by the declarant (hereinafter referred to as “customer”) or imported from abroad, Customs control and clearance may be performed at another place or in the temporary Customs control zone at the expense of the declarant in accordance with Article 236.5 of the Customs Law. These include:
- Special conditions for rapid deterioration, cracking, loading, unloading, storage and transportation are required;
- To be classified as a state secret;
- historical and cultural monuments;
- Currency and currency valuables;
- Chemical and explosive substances;
- Goods of foreign diplomatic missions and other similar organizations operating in the territory of Mongolia and personal luggage of its employees;
- Dangerous goods;
- Other essential goods.
- The Customer shall comply with the legal requirements set by the state customs inspector. Customers who have failed to fulfill their obligations and have repeatedly violated the customs legislation may refuse to carry out customs control and clearance in the temporary customs control zone in accordance with the order.
- When calculating the length of service of a state Customs inspector who performed customs clearance in the temporary Customs control zone, the starting time shall be determined at the time of leaving the Customs, and the end time shall be determined by making a receipt or writing a claim.
- Customs clearance fee shall be calculated every 60 minutes in the temporary Customs control zone, and if the next hour has started after the completion of the work, up to 30 minutes shall be considered as half an hour and more than 30 minutes shall be considered as one hour.
- The Customer shall have the right and obligation to notify the Customs of any request or demand made by the State Customs Inspector unrelated to his / her official duties.
